Fungsi Badan Penanggulangan Bencana Daerah Kota Padangsidimpuan Dalam Mengatasi Bencana Alam Berdasarkan Peraturan Walikota Nomor 76 Tahun 2021 Kota Padang Sidempuan Perspektif Siyasah Dusturiyah

This study examines the functions of the Regional Disaster Management Agency (BPBD) of Padangsidimpuan City in managing the impacts of natural disasters based on Padangsidimpuan Mayor Regulation Number 76 of 2021, particularly Article 8 paragraph (2), which regulates planning, prevention, mitigation, preparedness, community empowerment, as well as the control and evaluation of disaster management, analyzed from the perspective of siyasah dusturiyah. This research is motivated by the importance of the local government's role in protecting communities from disaster risks, while its implementation still faces several obstacles, including limited budgets, facilities and infrastructure, human resources, and inter-agency coordination. This study employs an empirical legal research method with a descriptive qualitative approach through interviews, observations, documentation, and literature studies. The results indicate that BPBD Padangsidimpuan City has implemented various disaster management efforts, including mitigation, preparedness socialization, victim evacuation, distribution of logistical assistance, as well as post-disaster rehabilitation and reconstruction. However, implementation has not been optimal due to limitations in coordination, facilities, human resources, and budgetary support. From the perspective of siyasah dusturiyah, the implementation of BPBD's functions reflects the principles of public benefit (al-maslahah), justice (al-'adalah), trust (amanah), and the government's responsibility to protect the community and safeguard human life (hifz al-nafs). Therefore, strengthening policies, institutional capacity, coordination, and resource support is necessary to ensure that disaster management in Padangsidimpuan City can be implemented more effectively and optimally.
